You can Buy it from Cash Shop with 2000 V-Bucks. The whole theme of the skin is spooky and the cowboy has blue skin with glowing green eyes to make him look more ghost-like. The costume can’t be seen that clearly but from what I can see is the cowboy is wearing a green cowboy hat and it has purple details on the outfits.
