You can Buy it from Cash Shop with 800 V-Bucks. The theme of this skin is Commando, and it is familiar to the Pathfinder female outfit but this one is a bit darker compared to that. The skin is similar and normal looking compared to the other skins on Fortnite. It features a tank top which is paired with greenish pants, it also has dark-colored boots and gloves. Last but not least a commando outfit won’t be complete without the iconic military name tag.

There isn’t a specific time frame for this skin which means you just have to keep your eye out for the skin to become available so you can purchase it.

The first time it was seen on the Item Shop was November 2017, the last time it was seen was February 2019 and the total number of time it was seen 22 times. It might be coming around soon so the V-Bucks you will need when it finally does come around are 800 V-Bucks so save up if you want to add the skin to your collection.
